Robbie Patterson, Manly Daily May 3, 2017 12:00am PART of Bayview golf course will be sold to developers to make way for 95 retirement apartments across seven buildings. Permission was given by the Planning Department to allow development on the 2ha site — between Cabbage Tree Rd and Annam Rd — in March. The plan was scuttled in 2015 by then-planning minister Rob Stokes when he urged government staff to “be very thorough in their investigation of issues”. It was knocked back at the time on legal grounds, with Mr Stokes indicating the certificate could not be issued because of environmental reasons. But amended plans were lodged in April 2016. An artists impression of the proposed retirement village at Bayview Mr Stokes yesterday said he still held concerns about the $10 million project. “It is not an appropriate place for multistorey residential apartment buildings,” he said. “I have always supported density going in appropriate locations and that is designated centres, not in peripheral locations or (near) low-density communities.” Mr Stokes said there were “environmental concerns and constraints and I would expect those issues to be thoroughly investigated by Northern Beaches Council”. The site proposed for the 95 units near the corner of Cabbage Bay Rd and Annam Rd. The seniors living village would be surrounded by three existing over-50s developments. Some nearby residents are upset about the impact on traffic and native species. Annam Rd resident Robert Crow said it would increase traffic congestion in Mona Vale and “destroy the area”. The club has indicated it would replace every tree removed with 10 more, but Mr Crow was sceptical. “I don’t know if I believe that,” he said. “Where are they going to add them? And they will be young saplings that will take 30-40 years before they can be used adequately by the wildlife.” Planning Minister Anthony Roberts was contacted but said it was a matter for the department. A Planning Department spokeswoman said the building height had dropped by one-storey allowing for a decrease of 20 units. The council’s general manager Mark Ferguson said it would be considered on merit. But he raised environmental concerns as well as flooding issues and a lack of transport infrastructure. Bayview Golf Club general manager David Stone said the proposed developers had made big environmental improvements to the plans. And the building footprint had been moved to alleviate flood-zone concerns. Plans show at least 117 trees would be removed to make way for the buildings, which also include a restaurant, library, a hair and beauty salon and a bar. Mr Stone said the club had to reconfigure its course by removing one of the four holes on the western side of Cabbage Tree Rd and adding it to the eastern side. An artists impression of the proposed retirement village at Bayview It comes after the club was put in a “fragile financial position” in 2007 after building a new clubhouse — according to a letter sent from Mr Stone in 2015. However, he said there had been “a couple of strong years since then” making the sale more about securing the club’s long-term future. He said 10 trees would be planted for every one removed and that many of the trees touted for removal were not native. “We want to try to emulate what Manly Golf Club has done, they reconfigured the golf course and the wildlife corridors in 2012 improving them tenfold,” he said. ...................................................................................................................................
